Sonoma County Water Supervisor Indicted In Kickback Scheme

Randall Cover, 46, of Rohnert Park , California, was charged Thursday with mail fraud in a kickback scheme involving a local business. The indictment alleges that from 2000 to 2007, Cover received kickbacks from Underground Express of Novato, a parts supplier, in exchange for contracts. Cover is alleged to have received at least $102,795 in kickbacks. He faces up to 20 years in prison plus a fine of $250,000 for restitution. Underground Express owner, Sheldon Morris, 76 of Novato, pleaded gulity in July to paying $200,000 in bribes to city employees in San Francisco, Sonoma and Sacramento. Morris, who is out on bail and faces as much as 20 years in prison and $500,000 in fines and restitution, is scheduled to be sentenced in February.
