South Carolina Municipality Sues Bank Over $235K Embezzlement By Former Police Chief

Westminster filed suit this week against the bank with which it maintained its general operating account until  four and a half years ago. The lawsuit, filed by city attorney Derek Enderlin, names First Citzens Bank and former police chief Scott Bannister as defendants. It’s an outgrowth of the embezzlement scheme to which Bannister pleaded guilty last year and was sentenced to a term of two years in prison. The lawsuit blames First Citizens for what it alleges was the bank allowing the scheme “to continue unchecked for years.” It maintains that, in spite of “red flags,” First Citizens cashed or negotiated for Bannister 195 fraudulent checks totaling $235 thousand. The city requests a jury trial and an award of sufficient to compensate it for its loss. One of the conditions of former chief Bannister’s sentence is the requirement that he make restitution in an amount of $113 and a half thousand dollars.
